Submit hook source for review and deployment. The submit fee is 0.1 SOL, non-refundable. Mintvelocity reviews the source and deploys the hook - the builder never holds the deploy key. A new version is a new submission: new fee, new address. Testing on devnet is free. All-in, a hook runs about 1.1 SOL; a hook plus a companion Pair about 1.6 SOL.
